The primary objective of IOOS’ Ocean Technology Transition Project (OTT) is to reduce the Research to Operations transition period for ocean observing, product development, and data management technologies for the ocean, coastal and Great Lakes. The term ‘Technologies’ includes: ocean, coastal, and Great Lakes sensors, Information Technology (data management, data visualization, model transition); platform enhancement, and technology modernization efforts. This objective is accomplished by investing in the transition of emerging and promising marine and Great Lakes observing technological capabilities from the mid to latter phases of research into operational status.
The NOAA Office of Oceanic and Atmospheric Research (OAR), Climate Program Office and the National Marine Fisheries Service (NMFS) Office of Science and Technology have established a partnership to advance understanding of climate-related impacts on fish or other species that support economically important fisheries. The goal is to inform sustainable fisheries management and promote resilience of the nation’s fish stocks and fisheries in a changing climate.
For FY17, this OAR/NMFS partnership, through the Coastal and Ocean Climate Applications (COCA) Program, will continue to take a regional approach to improving the resilience and adaptation of fisheries in a changing climate by soliciting proposals under two competitions. The first competition solicits proposals for projects in the California Current Large Marine Ecosystem (CCLME) and the second competition solicits proposals for projects in the Northeast Shelf Large Marine Ecosystem (NESLME). Through this announcement, it is estimated that approximately $2.2 million will be available in FY2017 for new awards pending budget appropriations. For competition I, projects can request up to $700,000 a year for three years, for a total of $2.1 million over three years. For competition II, projects can request up to $500,000 a year for three years for a total of $1.5 million over three years.
The NOAA Coral Reef Conservation Grant Program, 16 USC §§ 6401-6409, provides matching grants of financial assistance through the Domestic Coral Reef Conservation Grant program to institutions of higher education, non-profit organizations, for-profit organizations, and local (as defined at 2 CFR § 200.64, which includes counties, municipalities, and cities) and Indian tribal government agencies. These awards are intended to support coral reef conservation projects in shallow water coral reef ecosystems, including reefs at mesophotic depths, in American Samoa, the Commonwealth of the Northern Mariana Islands, Florida, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and coral-dominated banks in the U.S. portions of the Gulf of Mexico. Projects may be proposed in the Northwestern Hawaiian Islands and the U.S. Pacific Remote Island Areas, but these locations are not considered geographic priorities under this announcement. Proposals submitted to this competition must address at least one of the following four categories: 1) Fishing Impacts; 2) Land-Based Sources of Pollution; 3) Climate Change; and 4) Local and Emerging Management Issues. All proposed work must be consistent with Coral Reef Conservation Program (CRCP) National Goals and Objectives 2010-2015.

The Ocean Acidification Program is soliciting proposals for collaborative projects of up to 2 years in duration that synthesize ocean acidification information at a regional scale (e.g. Large Marine Ecosystem, large estuary or collection of small estuaries, and state or collection of states in US waters) to determine where societal vulnerabilities to ocean acidification exist or are emerging, in order to provide actionable information for marine resource decision makers. This funding opportunity will not support the collection of new chemical or ecological observations or species response data. Social science data collection is permitted.
